Saitama Prefecture has set up the New Industrial Hub Skip City to support companies' fcreative technological development,encourage their international competitive strength, and to serve as a hub for the audio-visual related industry. The facility was created with the aim of encouraging locally-based small and mid-sized companies, and to introduce and integrate the audio-visual related industry as a core industry in the modern era. The facility opened in Kawaguchi City, Saitama, Japan in February 2003, the year of the 50th anniversary of the inauguration of television broadcasting in Japan.

In the facility's "Zone A" (covering 5 hectares), there are three administrative facilities; The Saitama Industrial Technology Center, The Saitama Prefectural Center for Consumer Affairs, and the Kawaguchi Science Museum. Four audio-visual industry hub facilities are also located here: Sai-No-Kuni Visual Plaza, NHK Archives, NTT Communications , and the Kawaguchi Art School of Waseda University.

Saitama Industrial Technology Center

With its high level of R&D and engineering capabilities, this facility provides assistance to meet the needs of small and medium-size enterprises, through personnel exchanges in the fields of management and research and other such activities. The center can help small and medium-size companies by offering them improvements or through assistance in their establishment.

Saitama Prefectural Center for Consumer Affairs (Sai-No-Kuni Kurashi Plaza)

The center offers comprehensive services for consumers to ensure safe and affluent lives for consumers in the prefecture. Activities include product testing, and consumer education and information.

Kawaguchi Science Museum (Science World)

This is an interactive museum that allows children and adults alike to learn while also having fun. A computer network links together a planetarium, observatory and scientific displays.

Sai-No-Kuni Visual Plaza

The plaza comprises a Studio, an Audio Visual Hall, a HD Editing Room and 5.1ch Audio Sweetening Room, an Rental Office, a Visual Museum and an Audio Visual Library.
The plaza is a audio-visual production center that boasts high-end equipment and facilities. Every aspect of filmmaking can be carried out under one roof, from shooting, to editing / production, and screening.
The Visual Museum is interactive, allowing children as well as adults to learn about history and principles of image and process of filmmaking through hands-on experience process of filmmaking while also enjoying themselves through hands-on experiences.
Valuable assets of Saitama Prefecture and memorable TV programs produced by NHK be viewed in the Audio-Visual Library.
